MANILA, Philippines — Typhoon Champi, which is monitored outside the Philippine area of responsibility (PAR), maintained its strength on Monday morning ahead of its expected entry into the country, according to the state weather bureau.  In its 11 a.m. weather bulletin, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said that Champi was last
