MANILA, Philippines — Water levels in the country’s major dams recorded slight increases and decreases, according to data from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa). As of 8 a.m. on Monday, Oct. 19, six of the nine major dams monitored posted increases in water levels, while the remaining three recorded declines compared
