MANILA, Philippines — A religious community has opened a drop-in center in Kaliraya, Quezon City, providing street dwellers access to basic hygiene and washing facilities. Blessed by Cubao Bishop Elias Ayuban Jr., CMF, the facility, called Silong Palau, is an initiative of the Carmelite Missionaries, a religious institute of consecrated life for women. Ayuban said
