MANILA, Philippines — The northeasterly winds and the intertropical convergence zone (ITCZ) will continue to affect parts of the country on Friday, Oct. 16, the state weather bureau said. According to its 5 p.m. weather advisory, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said that cloudy skies with scattered rains and thunderstorms will
