MANILA, Philippines — The House of Representatives’ leadership has not discussed recalling the spending bill passed by the chamber last week, according to Senior Deputy Speaker Ferdinand Hernandez. Hernandez said that congressional leaders have not talked about rescinding House Bill No. 10858, the P7.2-trillion spending measure. Deputy Minority Leader and ACT Teachers Rep. Antonio Tinio
