The Sandiganbayan’s First Division on Monday denied the move of former Health Secretary Francisco Duque III to bar Department of Health (DOH) Administrative Officers Dawnavi Lae Lacsado and Abegail Conchada, from testifying in his graft case. Special prosecutors also noted that the DOH, as the procuring entity, had the authority to directly negotiate or purchase
